"Managing a Nation's Assets Efficiently"
How should New Zealand effectively manage the assets of a variety of
utilities and services?
For a decade, MWH has helped this island nation do just that. Our experts
have developed asset management plans (AMPs) for more than a dozen local
authorities. These clients include everything from water and wastewater
systems to roads, parks, reserves, buildings, cemeteries and wharves.
Greater Accountability
In the mid-1990s, New Zealand's Local Government Legislation placed greater
burden on municipalities to demonstrate they had long-term financial planning
that was fiscally responsible.
To meet these government requirements, MWH has helped a wide range of
local authorities define their long term needs. We've also helped them
examine the best way to implement and fund these initiatives.
MWH's asset management plans have a number of benefits including:

Range of Clients
MWH first became involved on a series of road network management contracts
in the early 1990s. These contracts combined maintenance management, long
term capital and operations planning. They also included directing maintenance
activities.
Since then MWH experts have helped a wide range of organizations on their
asset management needs. A few highlights:
- Southland DC — MWH developed a comprehensive
asset management plan that covered 5000km of roads. The plan addressed
officials' long- and short-term needs. It also provided detailed network
performance modeling, calibration and optimization.
- Thames Coromandel DC — MWH provided a detailed
plan that covered all municipal assets, systems and organizational needs.
It addressed long-term funding needs and strengthened the area's ability
to comply with strict regulatory requiremenents.
- Far North DC — MWH consulted with council members
who faced large capital requirements to meet regulatory needs. The plan
provided a comprehensive review of available funding, forecast needs
and options.
MWH also helped the council reduce costs for water and wastewater services
by entering into long-term, performance-based contracts. Our experts
identified performance and data needs; forecasted future demands; and
developed service contract agreements.
- Waimakariri DC — MWH delivered a strategic
"continuous improvement" plan that focused on the long-term
needs of all municipal assets. It documented existing policies and service
levels for local officials. It also featured new standard procedures
for contractors, as well as ways to meet statutory requirements
